Its just Sodium Polyacrylate
chemical formula: CH2-CH(CO2Na)
( granular )
Its an acrylate polymer which can absorb between 200 and 300 times its own weight of water. It is one of the superabsorbent polymer gels, known as a polyelectrolyte.
You can buy an assload of the stuff for $5 on most chemical supply places...

i have a small container of this stuff at home. when its in the "snow-form" it is incredibly soft. alot of fun to play with.

@Digival - if it's 'powdery fluffy' like snow, it is definitely NOT sodium polyacrylate. It is a super absorbing polymer, sure, but if it's powdery it cannot be sodium polyacrylate. SPA clumps together and forms a solidified gel-like substance, not fluffy at all.
