  What kind of a question is that? It doesn't need to know where you are in the world.... It's a mechanical clock!!! Have you ever worn an analogue watch! They are mechanical! It is possible to make a decently accurate clock completely mechanical. I have a wind-up stop watch that can run for hours and have no measurable difference to a digital stopwatch. Atomic precision isn't needed to tell the time of day! The part that's fancy about this is that it takes a time reading from the (most likely electronic\motorised) clock and outputs it by plotting on paper using a complex mechanism.
