Video arcades have taken a turn for the worst due to home consoles, but back in the 1980s, it was most certainly the “in” place to be on the weekends. These venues were so popular that Mayor Jerry Parker even declared Ottumwa, Iowa as the “Video Game Capital of the World” on November 30, 1982.
