Complete History Super Mario Kart Nintendo
There was one specific reason why Nintendo developed Super Mario Kart for the Super Famicom / NES in the early 90s, and it was because they wanted a 2-player racing game for their new flagship console. Hideki Konno realized that there were already too many Formula 1 games, so they turned to go-kart racing, and the rest is history.

This game did not initially start out with characters from the Mario series, as it featured generic kart racers in the first prototype. The team quickly realized that players would not be able to tell them apart, so that is where Mario, Luigi, Peach, Toad, Yoshi, Bowser, Donkey Kong Jr., and Koopa Troopa. What really set Super Mario Kart apart from all of the other racing games at the time was its use of Mode 7 graphics, which enabled a background layer to be rotated and scaled on a scanline-by-scanline basis to create various effects.
